In 1965, the South African Government, led by Minister of Transport Ben Schoeman, initiated the construction of Richards Bay's deep-water harbour. The new harbour, operational on April 1, 1976, featured a railway and an oil/gas pipeline linking it to Johannesburg. The development of residential areas north of the harbour began, with Meer En See (1970), Arboretum (1975), and Veldenvlei (1980) emerging as the first suburbs.
